The North Dakota Motorcycle Association (NDMA) takes pride in its record of achievement as a governing body for the sport of Motocross in North Dakota . In recognition of the need for controls over the sport, the NDMA has prepared this Members Handbook. The objectives of the NDMA have always been to foster strong and fair competition program with impartiality and to increase the safety of competition.
The rules contain herein were duly proposed, considered and enacted at the 2004 NDMA congress composed of delegates from all the ND Motorcycle Association affiliated clubs and race promoters. Any communications regarding these rules or by these rules shall be made to the North Dakota Motorcycle Association Board Members.

MEMBERSHIP AND ONE-DAY PERMITS
A. All riders participating in a NDMA sanctioned event must have a current membership, January 1 through December 31, (Except in the case of a one-day permit rider). A license/release form must be completed prior to issuing an NDMA membership.
B. The cost of a membership shall be as follows:
1. A one-time fee of $25.00 per year for riders and non-riders, This allows the member to participate in all NDMA sanctioned events and gives one vote per member at the general meetings.
C. The cost of a one-day permit shall be as follows:
1. A one-day permit to race may be purchased the day of the race for $10.00 (USA funds).
(a) These permits will be good for one day only.
(b) These permits will be available at the sign-up/registration tables.
(c) The holder of one-day permits will not receive points toward state championship. (If you buy a one-day permit and race, and then at the end of the day or the next race buy a membership, the points accumulated on the one-day permit will not transfer forward.) Previously purchased one-day permit fees will not be applied toward an NDMA membership.
D. Licenses will be shown to the registration staff at the time of sign up on the day of the race. If you do not have yours with you, you will need to have an NDMA Board Member verify you are a licensed rider in order for you to participate. Failure to have your license with you will result in you starting backwards on your first moto.
PROMOTER AND RESPONSIBILITIES
A. Times: Al l registration will begin no later than 7:30 a.m. and end at 8:30 a.m. Rider practice will begin at 8:30 AM with a riders meeting to follow. Al l races are to start approximately at 10:00 a.m. (Saturday night sign up is allowed and encouraged.)
B. Al l promoters and promoting clubs are required to hold an organized practice session of approximately 6minutes per group.
1. The riding classes are to be divided into the following practice groups:
a) All A & B 250cc and 450cc ( if you ride in both classes this is your first bike practice).
b) b) All C.
c) Al l Open A/B and Vet A/B.
d) All Open C and Vet C . e) All 85s and Super Mini.
f) All 65s and Non Comp
g) All 50's
h) All Womens Open
2. There shall be one practice session per group unless there are adverse track conditions such as extreme mud, etc. Any additional practice time, shall be approved by the NDMA Officials, and the promoter. This practice session shall give each rider at least one opportunity to be on the track, unless late for practice (if late he/she will then forfeit whatever practice time he/she had missed). ALL RIDERS WILL PRACTICE ONLY IN THE CLASS THEY ARE REGISTERED IN. Riders registered in both 250 and 450, A or B classes will receive two practicesone will be with another group as determined by the NDMA Board. Riders caught practicing in the wrong class will start 1st moto backwards.
3. The practice and race order will be determined by the NDMA each week. The race order will be setup and rotated to allow the most amount of rest between motos for the largest number of riders. This order may have to be revised at the start of each race day to accommodate track condition, number and safety of riders.
4. No bikes are to be allowed on the track until the ambulance is trackside.
C. A starting gate or bungee cord able to hold 20 bikes, at approximately 39 inches per spot is required. All tracks that have held 3 or more NDMA sanctioned races will be required to have a starting gate.
D. Track width must be a minimum of 30 feet. Jump landings should be wider than takeoff. Under unavoidable circumstances the track may be less but still as wide as possible.
E. Any cancellation of a points race must have a 2 week period to notify riders of the rescheduled race and/or approved by the Board.
F. Canadian promoters must pay all fees and rider payback winnings in American funds.

A. The daily entry fee shall be as follows:
1. $30.00-250cc, 450cc and Open A classes.
2. $20.00-85cc-(7-11)&(12-15), Super Mini, 125cc-B&C, 250cc-B&C, Vet A/B&C, Open B&C, Women's open, .
3. $15.00-65cc, Non Comp and 50cc classes.
3. No refunds will be given after participant class practice has been run, even if you did not practice.
4. No refunds will be given if a rider is disqualified for any reason.
5. Gate Fees will be at the discretion of the promoter with the following restrictions, A maximum of $5.00 gate fee may be charged for any rider, pit crewmember, or spectator to gain entry to a NDMA sanctioned race, with 6 yrs. and under free.
A. The following point system will be used in figuring the daily results.
1. In case of a tie at the end of the daily race, the winner shall be determined by the better finish, in the second moto.
2. DNF-If a rider completes 50 percent of the laps of the winner, (if odd number of laps, add 1 lap and then take 50 percent) he earns last place points. Last place is the total number of riders signed up in that class. If the rider does not complete 50 percent of the laps of the winner (same as above) then the rider only earns 1 point.
B. State points accumulation for year-end championship.
1. State points shall be recorded by the NDMA Secretary.
2. Any rider may at any time during the season change to a higher class with approval of the NDMA Board of Directors. That rider will not forfeit his/her points accumulated in that class, but will not be allowed to race in or accumulate points in the lower class from the time he/she moved to the higher class. (see rule Chapter 4.b.2)
3. If a new rider in the beginning of the year, signs up for, and races in the wrong class and wants to be reclassified on his/her own asking, into the appropriate class for his/her ability, before the start of the fourth(4) race of the season, that rider will receive last place points for the class that he/she moves into, plus a decreasing percentage of points based on motos raced as determined by the Board. If you have raced in the NDMA the year before this rule does not apply.
4. If a rider in the B or C class (or equivalent) reaches 75% of the maximum possible for the season, that rider will have to move up to the next class the following year. The Board will review any rider not making the 75% level but with 5 podium (1st -3rd) finishes during the year. (Exception to this policy for 50cc, 65cc and 85cc, which are age appropriate classes.) A rider that is moved up due to reaching 75% of maximum points, may ask the Board for a review. The board will then review the riders past and potential performance and make a determination of what class that rider will be placed in. (The review boards decision will be final.)
5. The State points awarded, on a per moto basis, for participation in each moto shall be as follows:
1st place 25 11th place 10

6. Weekly practice and race order sheets will only display the top 10 or 12 points leaders in each class as permitted by the size of the paper.
7. Year-end points are awarded on same basis as daily. In case of year-end tie, the winner shall be determined by the most first place finishes for the year (if no first place finishes then seconded place and so on).
8. Year End trophies/awards will be awarded as follows
a. 50cc, and 65cc, all classes will receive place trophies/awards for 1st thru 7th place.
b. 85cc (7-11) and (12-15), and Super Mini classes will receive trophies/awards for 1st thru 5th
c. 250cc A,B,C classes will receive trophies/awards for 1st thru 5th
d. 450cc A,B,C classes will receive trophies/awards for 1st thru 5th
e. Open A,B,C classes will receive trophies/awards for 1st thru 5th
f. Vet A/B,C classes will receive trophies/awards for 1st thru 5th

DAILY PAYBACK AND AWARDS
Promoters are responsible for awarding trophies/awards and prize money at the end of the race day. The following Payback schedule will be used to pay the cash classes on a per moto bases. Al l cash payouts will be in US Dollars.

A. NDMA Motocross riders will be classified as A,B,C.
a. A rider: any rider who has transferred from the B class.
b. B rider: any rider who has transferred from the C class.
c. C rider: any beginning rider or any rider who is not an A or B.
B. Ages for all classes will be determined by their age on January 1 of that year. And that age will be used to determine appropriate classes for the year. A rider may move into the next higher age class at anytime during the year. However once a rider moves up he/she may not move back to the lower age class. (Riders wanting to move into the Vet Class must meet the Vet Class age requirements.)
C. A rider must complete in the same qualification class in all displacement classes in which the rider competes. (i.e. any rider that rides in 250 B, would have to ride in 450 B or open B.) An exception is allowed if a rider competes in Vet A/B, that rider can still compete in a B class if their skill level is appropriate.
D. The NDMA Board will move riders up into the appropriate classification at anytime the Board deems necessary to provide fair and even competition for all competitors. (If the Board has to move you to the appropriate class you will do so with NO year end points. See rule chapter 4 . B . 3)
1. 50cc, 65cc, 85cc and riders must submit a copy of their birth certificate to be on file with license application before a license will be issued. (If no birth certificate is submitted you will not be issued a license and will have to buy a one day permit to race with no points accumulated.) A Vet rider must provide proof of age. (Copy of drivers license etc.)
2. In certain cases age requirements may be waived at the discretion of the Board of Directors.
3. If there are less than five riders signed up in a class, the NDMA officials will decide at that time what to do with them.
4. If for any reason, the NDMA board may have classes of the same engine size or rider ability race together on a given day.
5. The following classes will be raced individually: (Unless there are an insufficient number of riders to support the class.) (And see rule Ch.7.A.4)

B. Class Guidelines:
1. 50cc Class (4-6 years)
a. Limited to riders 4-6 years of age or younger.
b. Maximum engine displacement of 51cc, with overbore allowed only to the overbore size piston available from original manufacturer of the particular bike and engine.
c. Maximum wheel size is 10 inches (rear) and 12 inches (front).
2. 50cc Class (7-8 years)
a. Limited to riders 7-8 years of age or younger.
b. Maximum engine displacement of 51cc 2 stroke/ 90cc 4 stroke, with overbore allowed only to the overbore size piston available from original manufacturer of the particular bike and engine.
c. Maximum wheel size is 10 inches (rear) and 12 inches (front).
3. 65cc Class (6-9 years).
a. Limited to riders 6-9 years of age.
b. Maximum engine displacement of (65cc 2 stroke/117cc 4 stroke) with overbore allowed only to the overbore size piston available from the original manufacturer of the particular bike and engine.
c. Maximum wheel size 14inch (front) and 12 inch (rear).
4. 65cc Class (10-11 years).
a. Limited to riders 10-11 years of age.
b. Maximum engine displacement of (65cc 2 stroke/117cc 4 stroke) with overbore allowed only to the overbore size piston available from the original manufacturer of that particular bike and engine.
c. Maximum wheel size 14inch (front) and 12 inch (rear).
5. 85 (7-11 years) Class.
a. Limited to riders 7-11 years of age.
b. Maximum engine displacement of 85cc 2 stroke/150cc 4 stroke.
c. Maximum wheel size is 19 inches.
6. 85 (12-15 years) Class.
a. Limited to riders 12-15 years of age.
b. Maximum engine displacement of 85cc 2 stroke/150cc 4 stroke.
c. Maximum wheel size is 19 inches.
7. The 250cc and 450cc, A, B, and C classes will be, divided into the following groups.
a. 250 class:
1. Engine displacement:
aa. (2 stroke) must not be less than 100cc or more than 126cc.
bb. (4 stroke) must not be less than 125cc or more than 251cc.
8. 450 class:

9. Vet class:
a. A Vet rider must be 30 years of age or older.
b. Engine displacement must meet minimum 125 class requirements or greater.
10. Open class:
a. An Open A rider is a class A rider.
b. An Open B rider is a class B rider.
c. An Open C rider is a class C rider.
d. The motorcycle must comply with a minimum 250 class specification.
11. Womans Open Class
a. Only Women are allowed to compete in this class.
b. Must ride a 65cc bike or larger.
A. The basic design of the bike must be suitable for high performance racing with safety equipment in place, and if asked, must pass an overall technical inspection. The opinion of the Tech Inspector shall be final.
B. If an allegedly unsafe motorcycle is brought to the attention of the track Officials, and after tech inspection it is deemed unsafe, the motorcycle will not be allowed on the track until it is repaired to the satisfaction of the inspector.
C. Exhaust silencers are required. Exhaust systems or frames cannot protrude beyond the length of the bikes rear tire.
D. Both front and rear brakes must be in good condition, and properly adjusted. Brakes that operate by friction on the tire or wheel rim are prohibited.
E. Front and rear suspension shall be of a suitable design in proper working order and properly adjusted for maximum safety. No components will be allowed to be wired (accept grips will be allowed to be wired to prevent twisting) or taped to the bike.
F. Kickstands, lights, license plates, brackets, mirrors, glass or equipment that pose a hazard must be removed.
1. Numbers will be assigned to riders when they receive their competition license cards.
2. Al l riders must display their assigned numbers on all three number plates on their motorcycle. In addition, riders are encouraged to display their number on his/her helmet, racing jersey, or chest protector back.
3. Al l numbers must be in contracting colors with their background, such as solid white on black or solid black on white. The NDMA officials must approve any variation before competing.
4. Al l number must be at least 5 high. The numbers must be of standard block style lettering (no outlines). No scroll type, wide illegible numbers allowed. Al so not allowed are numbers overlapping numbers & numbers that are outlines only. Numbers must be all one size and placed straight across the number plates. NUMBERS AND NDMA COLORED SQUARE ONLY ON NUMBER PLATESdo not add stickers, decals, etc. Any number plates, which the NDMA Officials find to be non-readable, must be corrected before that machine is allowed to race.
5. Under no circumstances will a rider be allowed to display a number other than the one assigned him by NDMA unless an Official Board Member approves the number change before the bike is raced.
6. Al l temporary day permit riders must have an X (minimum of 3 high) and of contrasting color to number plate background affixed to all three number plates before they will be allowed on the track.
7. Al l Riders will be required to place a colored square (Provided by the NDMA) in the upper right corner of their front number plate (as viewed from the front of the motorcycle) according to the classes they ride . "A" class riders Blue Square , "B" class riders Red Square , "C" Class riders Yellow Square ,
H. All NDMA riders must wear a helmet and are responsible for adequate ratings.
I. All NDMA riders must wear approved Motocross
racing boots. The NDMA board may approve other types of boots for day
or first time riders, however every attempt will be made to find them
motocross boots to wear. (Minimum requirement will be leather, hard sole
boots that cover the ankle.)
K. Al l riders must start the race with eye protection. ( Eye Protection may be discarded during the race if it impairs the riders vision.)
L. Failure to conform to these regulations will preclude riding in the Moto, and possible disqualification from the race.
A. The rules in this book apply only to sanctioned events.
B. Every club, association, promoter, rider and all other persons participating in, or are in any way connected with NDMA event shall abide by and will be bound by these rules.
C. IT IS THE DUTY OF THE INDIVIDUAL RIDER TO DETERMINE THE CLASS HE/SHE IS LEGAL TO RIDE IN. ENTRY IN A CLASS DOES NOT NECESSARILY MAKE YOU LEGAL FOR THAT CLASS. YOU CAN BE PROTESTED BY ANOTHER ENTRANT, OR HIS/HER Representative IN WRITING. RESPONSIBILITY OF MEETING PROPER RIDER CLASSIFICATION AND BIKE SPECIFICATIONS RESTS WITH THE INDIVIDUAL ENTRANT. (Failure to do so will result in disqualification and possible suspension.)
D. RULES STIPULATED:
1. Any race and track grievance or infraction must be logged in writing, within 15 minutes with the Track Referee. These grievances may only be logged by an NDMA licensed rider, a paid day permit rider, or a paid associate member in good standing. THE NDMA BOARD DECISION MADE AT THE TIME, WILL BE CONSIDERED COMPLETE AND FINAL.
2. Any protests involving teardown of a race
machine will require a $200 fee paid by the protesting party. If the rider
protested is illegal, the party protesting will get their $200 back. If they
are running legally, the rider protested will get the $200. If a rider is
found to be running illegal that rider will at a minimum, forfeit all
points and be bared from competing in that class for the rest of the
year, with more severe punishment being
3. No one except riders officially entered may ride or practice on any racecourse on the day of a race until 1hour after the days racing is over.
4. The NDMA Officials may
declare a combined program for A, B and C riders in the event they
determine there is an insufficient number of riders present to support one or
more classes. (They will not combine classes that have more than 10 (ten)
6. A rider whose machine is disabled before he reaches the finish line may, under his/her own unaided muscular energy push or carry his machine to complete the race and under such conditions will be considered as having completed the race.
7. Under no circumstances will a rider be allowed to improve his position by leaving the course. A rider leaving the course must re-enter at the same point, or at the first point where he/she can safely do so without interfering with other riders and without gaining an advantage. The penalty for breach of this rule will be docking the rider a maximum of one lap per incident for that moto.
8. A rider entering or leaving the pits must ride in the designated entrance and exit lanes in a safe manner (Idling1st gear) and follow all signs (Kill engine here, etc.). Failure to do so may result in disqualification from the rest of that days events.
9. No rider shall at any time ride or act in such a manner as to endanger life or limb of other riders, officials, or the public. Any violation of this rule shall be subject to immediate disqualification and suspension from the meet by NDMA Official.
10. Any foul riding, or unsportsmanship like conduct, on or off the track at the race event, is grounds for disqualification or penalty as determined by the track Official.
11. A lapped rider must NOT purposely block the lead rider(s) or he/she may be black-flagged.
12. The use of intoxicants or drugs of any nature that would affect the mental or physical abilities of a rider beyond his abilities when in good mental and physical health shall be prohibited. Any such use may not only affect the safety of the competition but is deemed inconsistent and therefore an unethical practice detrimental to the sport of motorcycling.
13. The rider is responsible not only for his/her own conduct but also for that of his /her family, pit crew, or anyone else associated with the rider. Any misconduct by the riders family, pit crew, or those in association with the rider, makes that rider subject to disqualification.
14. In a case where a rider can not start a moto because his motorcycle is broke and not ride able, he may borrow another bike of the SAME engine displacement, and MUST have OKed it with the score keepers.
15. If during the starting sequence a rider has trouble with his/her bike that rider will hold up his/her hand to stop the count. That rider will then have two (2) minutes to repair their machine. At the end of the two (2) minute count, the starter will resume the start with or without the rider.
16. If a race is stopped for any reason, the following restart policy will apply:
a. 0 to 2 minutes completed complete restart at the gate.
b. 3 to Ύ of the minutes completed single file restart, riders will line up in single file order according to the last full lap completed, starter will drop the green flag, all riders will takeoff in single file and will not be allowed to pass until that rider is passed the orange cone. Do not restart on minute count continue where left off.
c. Over 3/4 the minutes completed race is finished.
d. The winner will be determined by the last fully completed lap.
17. A rider will be turned around at the starting gate if:
a. Practices in the wrong class without permission.
b. Causes a restart for ANY reason.
c. Failure to bring NDMA license to registration.
d. Shows up late for registration.
e. Rides through the pits in a reckless manner at the discretion of the NDMA Officials. There will be no lap cutting except in EXTREME circumstances such as long ambulance run, act of God (bad weather), or if a promoter has to be off the land at a specific time.
19. Racers will not line up in the second back row of the starting gate until the front row gate is full.
E. OFFICIAL FLAGS:
1. GREEN FLAG: Will be used at the start of the race and will be displayed during the race. (A green flag may not be used to start a race if there are mechanical means for starting.)
2. WHITE FLAG: One lap to go.
3. YELLOW FLAG: Caution, SLOW DOWN, Danger ahead, KEEP POSITION until past the point of danger.(This means NO JUMPING, NO PASSING, or anything that would give you an advantage, anyone caught jumping, passing or gaining an advantage because of the flag will be docked a minimum of 1 lap, all the way to disqualification from the event at the discretion of the Board)
4. BLACK FLAG: Disqualification. Pull off track, confer with an NDMA Official.
5. BLACK & WHITE CHECKERED: Race finished.
6. RED FLAG: Stop race immediately. Wait for officials to direct riders to starting gate. DO NOT LEAVE THE TRACK until directed!
7. WHITE/GREEN CROSS: ½ point of race.
A. There will be at least two (2) NDMA Board Members at all NDMA sanctioned events. In the event that not all board members can attend the race, alternates will be appointed to assist that board members for that day.
B. A technical inspection may be held by a member of the NDMA Board of Directors, or someone appointed by the NDMA Board, prior to the beginning of a race.
C. An NDMA Official member, at each event shall collect the final results and record the points toward year-end State Championships.
D. The head flagman will be provided by the promoter, and approved by the NDMA Board, prior to each days racing.
E. Any problems or situations whether covered or not in the rulebook will be dealt with by the NDMA Board of Directors as they arise.
F. The NDMA Officials have the absolute and final authority in all decisions at each points race. They may disqualify any rider who violates any of the event rules.
